The Internet Super Carrier Embarks New Development

PSINet Awarded Local and External Fixed Telecommunications Network Services (FTNS) Licences which lead to its expansion plan to build a superb Facilities Management Centre in Hong Kong


Hong Kong February 2, 2000
– PSINet Hong Kong Limited, a subsidiary of the Internet Super Carrier PSINet Inc., delightedly announced that it has been awarded both the licences for local wireless fixed telecommunications network services (FTNS) and external FTNS using satellites by the Telecommunications Authority (TA). PSINet Hong Kong has also been selected by the TA to receive a Letter of Intent for issuance of a licence for external FTNS that will use submarine cables to connect PSINet international network to Hong Kong. The accomplishment further substantiates PSINet’s strategic direction as an Internet Super Carrier, and speed up the process of developing Hong Kong into the Asian IT/Telecom hub.

The liberalization of the Hong Kong telecommunications market has enabled PSINet to operate its own global facilities and local fixed-line networks using submarine cable systems, satellite and wireless technologies for the delivery of broadband Internet access and high-speed voice and data services directly to businesses and individuals. “Integrating with our global and local capabilities, we are well positioned to help Hong Kong businesses and individuals to develop internet and eCommerce applications to enhance their business operations and lifestyles,” said Mr. William Kwan, President of PSINet Hong Kong.” “Our strategy is to become the number 1 or 2 IP-based integrated communications provider in Hong Kong!” he stressed.

Armed with the wireless local FTNS licence, PSINet’s schedule of implementation is to provide its own broadband access to 87% of the target business market and 75% of the high-usage residential market in Hong Kong. Its rollout plan comprises three phases, each lasting twelve months, with the first phase beginning in Q1 2000.

In Phase 1, PSINet will focus on covering the major business districts including the Kowloon and the New Territories, from Tsuen Wan to Kwun Tong, and from Chai Wan to Central on Hong Kong Island, providing an addressable market of 195,000 business customers and 1,000,000 residential customers. The Phase 2 rollout will include coverage extending to Chek Lap Kok in the west, Fanling in the north, and Aberdeen, including the Cyberport in the south. The network expansion for Phase 3 will comprise traffic-carrying capacity expansion to the system.

“We are pleased that the TA has granted PSINet a wireless local FTNS licence that permits us to provide better service and deliver higher value to the local market” Mr. Kwan said.

He further explained “The enhanced competition will lead to improvements in the quality of service, bring innovation and provide more choices and better values to the customers”.

PSINet was also granted an external FTNS licence that permits the company to link its broadband network from Hong Kong directly with international networks via satellite. Our satellite will increase PSINet’s external telecommunications capacity by having a T3 equivalent to 45Mbps in 8 months and an OC3 equivalent to 155Mbps in 32 months. Combining with our existing and planned infrastructure, our network design will definitely boost speed, increase reliability and reduce bottlenecks through international backbone.

Leveraging on PSINet's strength in Internet technologies and global network infrastructure, the adoption of wireless technologies and external telecommunications service enables it to bring more competitive-priced broadband Internet services and greater international backbone to the marketplace. Providing innovative services under widened and effective competition, PSINet, not only can strengthen its position as an Internet Super Carrier, but also help Hong Kong to develop as a regional IT and telecommunications hub.

As part of its strategy to make Hong Kong a network hub of its Asian operations, PSINet plans to build a state of the art Facilities Management Center (FMC) in Hong Kong which will manage not only the network facilities covered by the new licenses, but also network infrastructure around the region. "PSINet has now gained facilities licenses in Japan and Hong Kong", said Vincent Gebes, Vice President of Networking and Technology for PSINet Asia Pacific, "and we are well on our way toward implementing our Internet Super Carrier strategy in the region”. This has enabled us to receive a Letter of Intent from the TA to receive a licence to terminate a 320-Gigabit per second submarine cable system connecting Hong Kong and Japan. The new network infrastructure and Facilities Management Center will place Hong Kong squarely in the center of that strategy as a network hub and will provide a further stepping stone for our expanding business in Asia.

PSINet also plans to complete it's Global Internet Hosting Center in Hong Kong in the first half of 2000, making available advanced hosting and application outsourcing services in the Hong Kong market. In combination with the new network facililities, the hosting center will allow Internet content and applications companies a global platform for their services, built on PSINet's next generation IP network.
